Green Guideline for Expo 2010 Shanghai China

I. Foreword
1. General objectives
To carry forward the concept of ecological advancement, provide relevant suggestions and guidance to visitors, participants and operators in terms of ideological progress, standard of behaviour and management supervision, take into full play the joint efforts of the entire society, promote Expo 2010 Shanghai China to be an environment-friendly and resource-saving “Green Expo”, and develop the theme of “Better City, Better Life”.
2. Basic principles
On the basis of the compliance with current national and local laws, regulations, standards and environmental protection documents, internationally advanced “green concept" should be advocated and put into practice by all parties to further improve the environmental protection level of Expo 2010 Shanghai China.
1) Globalization and internationalization should be presented: some environmental concerns in the world should be considered, and relevant requirements of international organizations should be highlighted.
2) The forward-looking insight and advancement should be presented: advanced technologies, measures and methods, pollution-free materials and product/management modes should be recommended.
3) Publicity and wide participation should be encouraged: we should encourage not only the participation of governments and official institutions, but also the “green initiatives” by enterprises and organizations. Meanwhile we should call for the public to make their due contribution to a “Green Expo” in the daily life.
3. Design framework
The Green Guideline for Expo 2010 Shanghai China can be divided into three parts as per different target groups. In particular, the first part is for participants, the second is for operators and the third is for visitors. Each guideline itemizes different fields based on different objects, in which the specific standards of behaviour have been proposed.
(1) Participants’ guideline: including the ecological design, pollution control, green construction, green management and green transport;
(2) Operators’ guideline: including green hotel, green restaurant, green marketing, event service, logistics service and green office;
(3) Visitors’ guideline: including green transport, green exhibition visiting, green consumption and green life.

II. Green Guideline for Participants
Participating countries, regions and organizations of various kinds should pay attention to environmental protection during the entire process. During the design, construction and demolition of pavilions, and the traffic, office work, purchasing etc. during the participation, they should save resources and energies, effectively control the pressures on the environment and minimize the impact on ecology.
1. Ecological design
(1) The integrity should be taken into consideration in the exterior design of pavilions. The architectural style and color should be in tune with the surrounding environment or buildings.
(2) During the design of pavilions, the green building certification system such as Leadership in Energy & Environment Design (LEED) should be referenced. The potential functions of water resource protection, energy conservation, renewable energies, material selection and indoor environment quality shall be considered.
(3) Participants should make efforts to use as many reusable or renewable materials as possible in the construction of their pavilions as temporary buildings, while taking into account the requirements for classified collection, storage, transport and disposal of all types of waste materials.
(4) Simple and comfortable design, instead of luxury and extravagant decoration, should be encouraged for the interior decoration.
(5) As for selection of building and decoration materials, lighting equipment, air conditioners, sanitary ware etc., priority should be given to materials or apparatuses with the environmental protection label. As for selection of suppliers, priority should be given to enterprises with ISO14001 certification.
(6) The pavilion design should ensure a reasonable afforestation rate and scientific layout. Use indigenous plants as much as possible.
2. Pollution control
(1) The pavilion construction project by participants requires filling out the registration form for environmental impact assessment. Where an environmental impact report is needed, an institution specialized in environmental impact assessment with competent professional qualifications should be hired to complete the process of the environmental impact assessment.
(2) Before a pavilion project is put into production or service, its facilities for pollution control and prevention must be examined and approved by the competent administrative authority of environmental protection in Shanghai. Only after they are tested eligible can they be put into production or use. Application Report on Inspecting and Accepting Completed Environmental Protection Facilities for Construction Project is available for download at the websites of Shanghai municipal and district environmental protection bureaus.
(3) Except for part of the waste water entering the middle water reuse system, the generated waste water in the pavilion should enter the Municipal Sewage Pipe Network. No waste water is allowed to enter the surface water body. The waste water generated from restaurant must be treated for grease separation and sludge filtration before entering the sewage pipe network.
(4) The quality of middle water used as scenic water should be object to Quality Standard for Reclaimed Waste Water Reused as Scenic Water (CJ/T 95-2000). It is prohibited to use the drain water containing Type Ⅰ pollutants defined in the Integrated Waste Water Discharge Standard (DB31/199-1997) in Shanghai as middle water source.
(5) The pavilion with cooking function must be designed in compliance with Design Code for Environmental Protection in Catering Industry (DGJ08-110-2004) in Shanghai, and during the restaurant operation, the fume emission must be subject to the Emission Standard of Cooking Fume (GB18483-2001) of China.
(6) Participants should adopt comprehensive measures for noise and vibration reduction to ensure that the noise emission is in conformity with the Standard of Noise at Boundary of Industrial Enterprises (GB12348-90).
(7) In case of generation of hazardous waste during the construction, operation or demolition of pavilions, it must be declared to the local district environmental protection department. In case of a need to transfer the generated hazardous wastes out of Shanghai, participants should apply to Shanghai Environmental Protection Bureau (SEPB) and complete the Application Form for Transfer Solid Wastes from Shanghai to Other Provinces or Cities. Approval of the application by SEPB shall be subject to consent from the destination district or municipal environmental protection bureau. For detailed procedures, please check the SEPB website.
(8) A permission issued by the competent environmental protection authority under the State Council is needed for any use of Type I radiation sources and Type I ray instruments, and for any use of other types of radioisotopes and ray instruments, a permission issued by SEPB is needed. (9) Before importing radioactive products and implementing a project involving radiation, participants must apply for valid radioactive safety permission as per regulations. The pavilions must be equipped with protective appliances and monitoring instruments compatible with the type and level of radiation. Package examination must be conducted by participants as per regulations for any cargo transport involving radioisotope.
(10) Before the import of any new chemical substance, participants must file a registration with the Chemical Registration Centre of State Environmental Protection Administration (SEPA), and complete the notification of new chemical substance. 3. Green construction
(1) Participants shall entrust a professional institution with competent qualifications in construction to establish an environmental management system, and implement measures of environmental protection in the provisions of the contract.
(2) During the construction, participants must request and ensure that the construction contractors concerned will abide by the provisions in the Administrative Measures of Shanghai Municipality on Dust Pollution Control and Prevention (Decree No. 23 of the Shanghai Municipal People’s Government in 2004), including the hard closed hoarding around the site, hoarding, cover and other dustproof measures in the temporary stock yard, and closed removal and clearing for bulk materials, construction waste and slag etc.
(3) During the construction, measures shall be taken to prevent and control any pollution over water environment. The construction site should be equipped with facilities for collection of waste water and mud settling, and the settled mud should be transported away in the sealed tank car while the top clear liquid should be drained into the Municipal Sewage Pipe Network instead of surface water or the Municipal Storm Water Pipe Network. The domestic waste water generated by the working staff should be drained into the sewage network or treatment facilities instead of surface water or the storm water network.
(4) Any types of solid waste generated during the process of construction should be subject to classified collection and separate disposal. Special devices and sites must be provided for classified collection of the hazardous waste generated from the work, such as waste paint and adhesives, and professional institutions qualified for treatment of hazardous waste must be hired for its disposal. The solid waste that can be comprehensively used or reused should be treated accordingly.
(5) During the construction, the noise must be kept under strict control. The noise level during the construction work should be subject to the Noise Limits for Construction Sites (GB12523-90) of China. The construction contractors should follow the regulations of the Shanghai Municipal Government governing operation of construction work at night and, except for emergencies, no construction operation generating noise environment pollution is allowed at night or during any specific period of time determined by the Shanghai Municipal Government. In case night operation is needed for justifiable reasons such as continuous concrete casting, the contractors should submit an application, prior to the operation, to the environmental protection department in the district concerned (Huangpu District, Luwan District or Pudong New District) where the construction site is located. When application for night operation is approved, the contractors concerned should post in a prominent position at the operation site the specific information of administrative permission.
(6) Large lighting equipment used during the construction shall be in conformity to the requirements of Standard for the Urban Area Environment and Decorative Lighting in Shanghai (DB31/T316 2004) to prevent light pollution.
4. Green management
(1) Participants shall establish corresponding environmental management system according to the work during the exhibition, in which responsibilities are clearly defined, and measures shall be implemented.
(2) A green training and examination system for employees shall be formulated to encourage employees to be devoted to environmental protection and public-good activities. Corresponding incentive mechanism shall also be worked out.
(3) A green purchasing system shall be set up to ensure that the procurement is in the first place necessity, the impact of the whole product life cycle on the environment is taken into account, priority is given to the products with the environmental protection label and the energy-effective products are recommended. The over-packed products shall be prohibited.
(4) Green office system shall be established. The practice of paperless office work shall be promoted gradually. Waste paper, newspapers and other recyclable waste shall be reclaimed on a regular basis. The electrical appliances in the offices shall be set at the energy-saving mode. The temperature of air conditioners shall not be set lower than 26℃ in summer. Usage of elevators for the travel within three floors is not encouraged.
5. Green transport
(1) Public transport shall be considered as the primary means for travel.
(2) According to the Circular of Shanghai Municipal People’s Government on Restriction on Transport of High-pollution Vehicles, the vehicles running within the inner ring road shall have the environmental protection label. The exhaust emission of new cars must reach the national Class –IV standard (equivalent to European IV standard).
(3) According to the Circular on Prohibition of Illegal Horn Tooting of Motor and Non-motorized Vehicles, motor and non-motorized vehicles are not allowed to toot horns all day long within the outer ring road.
(4) “Zero emission” of motor vehicles (except special vehicles) shall be realized in the Expo Site.
III. Green Guideline for Operators
Operators shall fulfill the environment protection concepts and take measures according to their specific situations, including hotel service, restaurant service, logistics service, marketing service and event service etc., to promote the environmental protection and resource conservation. At the same time, they shall actively participate in various environmental protection publicity and public-good activities.
1. Green hotel
(1) An effective environmental management system shall be set up, environmental protection archives shall be improved, employees’ training on environmental protection shall be strengthened, and the awareness of environmental protection shall be improved.
(2) The publicity of environmental protection shall be emphasized. Signs and boards of environmental protection promotion shall be set up to guide customers’ environment-friendly behavior. The instruction signs, packing boxes and leaflets shall have environmental protection slogans or tips printed.
(3) The environmental pollution shall be controlled from the source. For instance, hotels should use phosphorus-free bathing and washing products; hotels should stick to the license management system to control the input of the products and food, and ensure the safety and environment-friendly property of products and food in hotel and restaurants; hotels should minimize the use of disposable products, e.g. do not replace disposable products including new tooth brush, toothpaste, soap, bath foam, shampoo, slipper, comb, and textiles like towel, pillow cover, bed cloth, bathrobe if guests have no such request; hotels should not use disposable dishware of foam plastic; hotels should not offer bags which may form “white pollution”, and the Business Center should purchase products with the environmental protection label; and excessive or extravagant packing for gifts should not be encouraged.
(4) All environmental protection measures shall be implemented, for example, electrical appliances with high-level energy efficiency shall be selected, power saving lamps shall be used; the waste water and fume emission shall be in compliance with specific standards, and there shall be no noise disturbing the citizens; guest rooms and public areas shall adopt “green decoration”, and the quality of indoor environment shall meet the standards; and green plants shall be placed in the room to beautify the environment.
(5) Purchase high-quality and safe agricultural products and organic food. Do not cook protected wild animals.
2. Green restaurant
(1) Use the cooking techniques which consume less energy and emit less waste under the precondition of ensuring the food quality and safety. The emission of waste gas, waste liquid and solid waste must meet corresponding standards to minimize resource consumption.
(2) Priority should be given to energy-saving lamps for lighting, and the number of lamps should be reduced. The arrangement of lighting the night floodlight and neon billboards shall be reasonable. The temperature set on the air conditioner shall be controlled, which shall not be lower than 26℃ in summer.
(3) Foamed plastic dishware and ultrathin plastic bags shall be prohibited. The usage of disposable dishware and wooden chopsticks shall be reduced. The disposable meal box that has to be used shall be made from degradable or recyclable materials.
(4) The frugal dining habits shall be advocated. Signs shall be set up to remind guests not to squander. Take-away service for customers in case of their excessive order shall be provided.
(5) Purchase products collectively. Choose the plainly-packed grain and oil products on the precondition that the quality is ensured. Minimize the usage of unnecessary packing materials and adornment of food.
(6) Purchase high-quality and safe agricultural products and organic food. Do not cook protected wild animals.
3. Green marketing
(1) The design, manufacturing and sale of Expo-related souvenirs shall be in accordance with the requirements of resource conservation and environmental protection. The materials and techniques shall meet the requirements of safety and environmental protection.
(2) Priority should be given to manufacturers with ISO14001 certification when it comes to the selection of the licensed products manufacturer of the Expo.
(3) Prevent excessive product packing. The recyclable packing shall be marked and identified with corresponding recyclable label.
4. Event service
(1) During the planning of large events, the effects on the surrounding eco-environment shall be considered. Preventive action shall be taken.
(2) Environmental protection publicity and education shall be enhanced for the people attending the event. Signs and boards of environmental protection promotion shall be set up to guide people’s environment-friendly behavior.
(3) The effects of light and audio system on the surrounding area shall be considered during the event to prevent any disturbance of local residents.
(4) When the event ends, the waste in the site shall be collected promptly and disposed in a unified way. If there is any temporary facility, it shall be demolished in time. Pay attention to recycle.
5. Logistics service
(1) The transport vehicle for logistics shall be selected in accordance with the environmental protection requirements. The vehicles running within the inner ring road shall have the environmental protection label. The exhaust emission of new cars must reach the national Class–IV standard (equivalent to European IV standard).
(2) The environmental protection regulations must be obeyed during logistics transport. For instance, horn tooting is not allowed within the outer ring road.
(3) The route for logistics transport shall be planned reasonably. Efforts shall be made to control the transport risks. In case of the transport of any hazardous articles, competent qualifications shall be available for the transport. At the same time, emergency protection measures shall be established to ensure transport safety.
(4) An ecological car park shall be set in the periphery of the Expo Site for logistics vehicles.
6. Green office
(1) The office workers of operators shall observe relevant regulations on office work practice.
(2) The office building shall adopt low-energy consuming equipment, lamps and office equipment; use water-saving sanitary ware; and encourage good habit of turning off lights and taps before leaving.
(3) The paper for business cards, good-wish cards and office work shall be recycled paper. Encourage double-sided printing and photocopying and promote paperless office practice gradually.
(4) Select recyclable and plainly-packed office products. Prepare classified dustbins, collect waste paper and newspapers on a regular basis, and minimize the usage of disposable products.
(5) Keep natural ventilation and minimize the usage of air conditioners. When using an air conditioner, make sure to comply with the temperature limitation. The temperature set on the air conditioner shall not be lower than 26℃ in summer.
(6) Take stairs instead of elevators where possible. Use of elevators for the travel within three floors is not encouraged.
(7) Do not squander food, and do not eat wild animals.
(8) Encourage to take shuttle bus or public transport vehicles for work. Minimize the usage of private cars.
(9) Support the environmental protection donation, devote to environmental protection promotion and join the team of environmental protection volunteers.
IV. Green Guideline for Visitors
1. Green transport
(1) It is recommended to buy carbon credit to offset the generated carbon emission if visitors take international or domestic flights to the Expo Site.
(2) It is recommended to reasonably plan the transport route to the Expo Site, and choose the nearest entrance.
(3) It is recommended to take public transport vehicles rather than private cars. If visitors have to use private cars, the exhaust emission shall meet relevant standards and the environmental protection label shall be obtained. The cars shall be parked in the parking lot as required.
2. Green exhibition visiting
(1) Visitors shall follow the specified route and maintain good order. It is not allowed to cross the fence area or damage any public utilities and park afforestation.
(2) Put the waste into the corresponding classified dustbin as required. Littering is forbidden. The articles with the recyclable mark shall be dropped into the recyclable dustbin.
(3) After the event or performance, tidy up and take way the waste before leaving.
(4) Do not smoke in areas with “no smoking” sign. It is recommended to smoke in the designated smoking area to leave non-smokers a clean environment.
(5) Protect the historic and cultural heritage, and abide by relevant regulations and notes to visitors.
3. Green consumption
(1) Buy products with the environmental protection label and select the energy-effective products;
(2) Select “green hotel” for accommodation and “green restaurant” for dining.
(3) Reduce the purchase of products (e.g. log products) manufactured by scarifying natural resources such as forests. Encourage to buy products that are manufactured by renewable materials and can be recycled.
(4) Select pollution-free food and organic food. Refuse to eat wild animals. Do not buy or use products containing any part of protected animals.
4. Green life
(1) Encourage to bring dishware for dining, and minimize the use of disposable products such as throwaway wooden chopsticks and plastic meal box; encourage to prepare toilet articles for travelling, and minimize the use of disposable articles offered by the hotel such as disposable slippers and towels etc.
(2) Encourage to prepare recyclable environment-friendly bags for shopping, and reduce the purchase and use of plastic bags.
(3) Pay attention to saving energy. Turn off lights and electrical appliances before leaving.
(4) Pay attention to saving water, and turn off the water tap after using.
(5) Actively participate in environmental protection campaign, learn more about environmental protection, improve the awareness of environmental protection and report any action of destroying the environment and ecology to relevant departments.(Complaint hotline: 12369)
