Announcement on the Solicitation of the Third Round of Catering Service Providers for the Public Areas of the Site of Expo 2010

Expo 2010 Shanghai China (Expo 2010 for short), held by Chinese Government and jointly participated in by various countries and international organizations, is a grand event to display human’s economic, scientific, technologic and cultural achievements. It is expected to attract 70 million visitors across the globe. In order to meet the needs of catering operation and management during the Expo, the Bureau of Shanghai World Expo Coordination now openly solicits public catering service providers for the public areas in the Expo site, including Zone D, Zone E and Urban Best Practice Area (UBPA).

Solicited parties: Chinese and foreign catering management enterprises and catering operation enterprises
III. Aim of Solicitation
The open solicitation is designed to select qualified catering management enterprises and catering operation enterprises to provide safe, hygienic, quality and convenient catering service to the visitors, participants and related staffs.
IV. Scope of Solicitation
The types of operation to be solicited include takeaway, Chinese fast food, Chinese dinner meal, Western fast food, Western dinner meal, unique teahouse, café and so on. The selected enterprises will legally use the catering properties in the leased property unit with compensation and will operate and manage the related catering projects according to the regulations of the industry and the Expo Site.
The property units for solicitation are all in the Puxi Section of the Expo Site. The 12,867m2 section (not including the four property units for the second round of solicitation, totaling 4,605m2), consisting of Zone D, Zone E and UBPA, accounts for one sixth of the total catering facilities to be built in the Expo Site. This solicitation covers 9 catering property units and involves 25 individual property units for catering business operation, in which:
Zone D has 7 catering property units covering 10,712m2. 22 property units are involved, each ranging from 300m2 to 840m2.
Zone E has one catering property unit covering 685m2. Two property units are involved, each ranging from 240m2 to 450m2.
With only one catering property unit, the UBPA has a 1,470m2 property unit.
V. Introduction on each Zones
Consisting of Zone D, Zone E and UBPA, the 0.9km2 Puxi Section accounts for 27% of the enclosed area (the Pudong Section is 2.38km2). With distinctive exhibitions in corporate pavilions and various theme development activities as well as large performances of every description, the Puxi Section will attract nearly 150,000 visitors.
1. Zones D and E
Adjacent to the Huangpu River, Zones D and E are located at east of Luban Road, west of Chezhan Road and Huayuangang Road and south of Longhua East Road and Bansongyuan Road. They are conveniently connected to Luban Road entrance/exit, Xizang South Road entrance/exit, Bansongyuan Road entrance/exit, Metro Line 8 and the Expo-exclusive Metro Line 13 (Lupu Bridge Station and Changqing Road Station) and Xizang South Road Tunnel (exits of Longhua Road and South Ring Road), which link the Pudong and Puxi Sections and facilitate visitors’ tour around national pavilions and corporate pavilions.
Zones D and E boast Jiangnan Square, Exposition Square, Shipway Square, Entertainment Hall and 16 Chinese and overseas corporate pavilions. The splendid theme development, refreshing exhibition technologies and attractive plot design will greatly surprise the visitors.
The “Fun Tour” on Huadong Road and Miaojiang Road will integrate music, dances, costumes and designs from across the world. The brilliantly decorated floats and hundred of performers will form a charming scene in the Puxi Section.
The old docks of the former Jiangnan Shipyard are innovatively reconstructed into the sole sinking-style theatre in the Expo Site, the Shipyard Theatre. Visitors can appreciate there puppet show Journey to the West and shadow play Romance of the Three Kingdoms and have the thrilling experience of the 100*14 outdoor IMAX movie.
The Entertainment Hall is the core venue in the Puxi Section. A CHA show, a romantic modern visual feast, integrating acrobatics, magic, martial arts, dance and music will be presented to show long-standing and profound Chinese tea culture.
The Pavilion of Footprint, one of the five theme pavilions (self-built pavilion of the Organizer), in cooperation with the Shanghai Museum, will enable visitors to see, hear and touch the temporal and spatial integration. From the earliest urban civilization of Mesopotamia to cities nurtured along the Yangtze River Basin, from glorious ancient cities in Egypt, India, Athens and Maya to classical cities gradually maturing after the Renaissance, exhibitions will be staged in a straightforward yet innovative way, and both traditional and modern technologies will be employed to produce the effect.
There are 16 Chinese and overseas corporate pavilions, including “Box of Energy” State Grid Pavilion, “Magic Cube” Space Pavilion, “Dragon Ridge” China Shipbuilding Pavilion, “Infinite Vitality” Joint Pavilion of Chinese Private Enterprises, “Interwoven Box” China National Petroleum Pavilion, “Floating Cloud” China Aerospace Pavilion, and the environment-friendly Japanese Corporate Pavilion that is reconstructed from old buildings of the former Jiangnan Shipyard. Catering to the characteristics of each industry, some industrial buildings of high historical value are transformed into various pavilions by reserving heritage buildings and renovating old workshops. Converting old buildings for a new section is an innovation of the Shanghai Expo.
2. Urban Best Practice Area (UBPA)
Located at east of Baotun Road and Wangda Road and west of Nanchezhan Road and Huayuangang Road, the UBPA adjoins Zones D and E and is one of the key areas to develop the Expo theme “Better City, Better Life”.
Based on the five conceptual fields (Urbanian, City Being, Urban Planet, Footprint and Dream) and the exploration into urban development, old industrial factories have been converted to house four categories of UBPA exhibitions, i.e. Livable Cities, Sustainable Urbanization, Conservation and Utilization of Cultural Heritage and Technological Innovations in Built Environment.
The UBPA Square serves as a centerpiece to connect the theme pavilions in the south, water gateway in the east, the land-based entrance in the west and the UBPA in the north in terms of conceptual design and space. Open public space (including squares and tree-shaded walkways) connects the three functional areas, namely, the thematic areas in the south, the pavilions in the center and the simulated city block in the north. The Pavilion of Future where the UBPA theme will be explored includes five sections, namely “Dream of Tomorrow”, “Utopia and Practice”, “Future is Here”, “Infinite Possibilities” and “Urban Dream of Future Can Be Realized”. Visitors will gain an extraordinary experience in an interactive manner and embark on a marvelous journey towards future cities.
UBPA is a pioneering invention in the Expo history. It is an extraordinary innovation that may serve as an excellent example in the years to come.
VI. Qualifications of Solicited Parties
1. The solicited parties should be the corporate entities inside and outside China, which have been duly incorporated and validly existing under the laws of the countries where they are registered.
2. The solicited parties must have the industrial qualifications and sanitary licenses required for this solicitation project. The catering enterprise must have a registered capital of more than RMB 500,000 AND an annual operating income of more than RMB 2million.
3. The solicited parties must remain conducting catering operation or management inside or outside China now. In the case of a dedicated catering service provider for exhibitions in China, catering business licenses issued by the provincial food safety administration should be provided. In the case of a dedicated catering service provider for exhibitions outside China, catering business licenses issued by the local food safety administration should be provided.
4. The solicited parties must have operated for three consecutive years and have never had major food safety accidents. In the case of a dedicated catering service provider for exhibitions, catering safety licenses issued by the provincial (or overseas local) food safety administration should be provided.
5. The solicited parties should have implemented a quality control system for its catering services.
6. This project allows joint response in the form of corporate alliance, but one member of such alliance should work as the main solicited party. While this main solicited party must meet the above requirements for the solicited parties, all the members of the alliance must confirm the main solicited party and present their Alliance Agreement.
7. Preferential considerations will be given to catering businesses that own a central kitchen and a processing and delivery system in Shanghai.
VII. Schedule for the Solicitation
1. Release solicitation announcement and collect Preliminary Qualification Examination Form for Enterprises;
2. Organize press conference and solicitation briefing and issue solicitation documents;
3. Organize the solicited party to inspect the site;
4. Accept solicitation documents;
5. Evaluated by experts;
6. Determine on selected enterprises and sign contract.
VIII. Method for Participation
Only those that are determined as pre-qualified shall have the right to participate in this solicitation activity, and those participated in the first two rounds enjoy the priority to participate in the current solicitation.
All the solicited parties should download and fill out the Preliminary Qualification Examination Form for Solicited Party (see Appendix 3) and submit the form to the Solicitation Working Group within the time limit specified in this announcement. The catering businesses shall take into account their own strengths and features, and respond to the solicitation accordingly.
