CONTENTS

All domestic and foreign media staff are welcome to register and engage in reporting and coverage at the Expo Site. The Organizer is committed to providing quality services to accredited journalists.

In order to be granted access to the Expo Site, journalists and technical supporting personnel should register according to the following procedures to obtain necessary documents.

(I) Schedule

Media accreditation application will be accepted starting from December, 2009. Application for covering the Opening and Closing Ceremonies of Expo 2010 is to be announced in a further notice. To obtain medium-term and permanent credentials for the operation period of Expo 2010, media organizations should submit applications at least 45 days in advance.

(II) Procedure

Media accreditation is only open to media organizations. Individual applications will not be accepted. The accreditation consists of two steps: first, media organizations will pre-register for covering Expo 2010, and then their staff members will fill out the information forms.

1. Pre-registration by media organizations: media organizations should designate a contact person to download the accreditation forms from the Expo website (http://www.expo2010.cn), fill out the forms, including Media Application Form (Attachment 1) and Journalist Accreditation Form (Attachment 2), and send them to mediaservices@expo2010.gov.cn;

The contact person shall deliver the completed accreditation forms by fax and email to the Media Center of Expo 2010 (please refer to the Expo website for detail information on how to fill out and submit the forms).

After it receives the accreditation forms, the Media Center of Expo 2010 will send relevant materials to the contact person of the media organization, including the website address of ‘Online Media Center of Expo 2010’, and the user names and passwords for the accredited media staff members to login to the website.

Filling out forms by the individuals: media staff members can login to the ‘Online Media Center of Expo 2010’ with their user names and passwords, submit personal information, upload their passport photographs, and apply for the Expo press credentials. For detailed application procedures and relevant requirements, please visit the ‘Online Media Center of Expo 2010’ website.

(III) Credential Types and Restrictions

Media credentials for Expo 2010 fall into four categories based on the type of media, namely, print and photographic press, radio and television journalists and technicians.

The four types of credentials can be further classified into three sub-categories based on the validity period: medium-term credentials (valid for 7 days), permanent credentials (valid throughout the entire Expo 2010) and short-term credentials (valid for only one day).

Medium-term credentials: medium-term credentials are what media staff members normally obtain by completing online accreditation. For a first-time extension of the validity period of a medium-term credential, the holder shall apply with the Media Center or apply online. Upon approval, the holder shall bring the expired credential to the designated location to collect the new one, which will be valid for another 7 days. To extend the validity period again, the holder needs to file a written application to the Media Center. Only with approval from the Media Center can such an extension become valid. The specific regulations are subject to the Measures on Administration of Press Cards in the Expo Site during the Operation Period of Expo 2010 Shanghai China (to be released at a later date).

Permanent credentials: accredited media staff, who have obtained the medium-term credentials and need to be stationed in the Expo Site during the whole operation period of Expo 2010, may submit a written application for permanent credentials with the Media Center.

Short-term credentials: short-term credentials are issued by the Media Center as expedited press cards upon application by media staff with confirmation of the respective media organization. In situations where the number of attending media has to be limited for capacity or security reasons in certain venues or during certain important activities, short-term credentials will cease to be issued or entries will be restricted.

During the validity period of the credentials, accredited media staff may have access to the Expo Site and relevant activity venues for reporting and coverage, enter into relevant media work areas such as the Main Press Center, and use media service facilities such as media entrances and shuttle buses. The credentials for accredited media staff do not serve as identity cards and work permits beyond the scope above.

To facilitate the use of credentials by accredited media staff, all media credentials have the same color and style, with types and validity periods of the cards identified by their unique serial numbers and chips.

In case of the loss, theft or damage of the credentials, holders should immediately report to the Media Center, which will issue a notification to the Expo ID Management Center to revoke the credentials. To reapply a credential, accredited media staff member shall fill in the Re-application Form in due procedure and collect the reissued credential with approval from Expo Press Center.

Policies on press cards for special events such as the Opening/Closing Ceremonies, China Pavilion Day and some specific venues will be subject to separate guidelines.

(4) Qualifications of accredited media

Domestic Media: Print media must have their ISSN issued by the General Administration of Press and Publication of China; broadcast media must be radio or TV broadcast or production organizations approved by the State Administration of Radio, Film, and Television.

Journalists, press photographers and radio/TV reporters who are registering to cover the Expo must hold press cards issued by the General Administration of Press and Publication. Technical personnel of the accredited media must possess certificates for practicing technical, logistical and other auxiliary work issued by the affiliated media organizations.

International media: refer to legally registered media organizations in overseas countries or regions, specializing in news coverage, including newspapers, magazines, news agencies, photo agencies, radio stations, TV stations. To apply for Expo accreditation card, media organizations should submit the certificates of establishment issued by the countries or regions where they have registered.

Qualified applicants should be professionals working for overseas media organizations, engaged in news reporting as principle occupation.

(5) Credential Acquisition

The first group of press cards for accredited media staff will be distributed in April 2010. The collection location and method will be published on the official website of Expo 2010.

In acquiring accredited press cards, domestic accredited journalists shall produce journalist cards issued by the General Administration of Press and Publication. International accredited journalists shall produce a ‘Journalist Card for Resident Foreign Correspondent’ or J-2 visa approved and issued by the Embassies and Consulates of the People’s Republic of China, Chinese staff working for overseas news organizations must produce an ‘'Employee Card of Resident Overseas Media Organizations’, Accredited journalists from media in Hong Kong and Macau must produce a ‘Journalist Card for Resident HK & Macau Correspondent’ or ‘Press Card for HK & Macau Journalist’. Accredited journalists from media organizations in Taiwan must produce ‘Mainland Travel Permit for Taiwan Resident’.
