Announcement on Recruitment of the General Contractor
for Exhibition Design & Engineering of African Joint Pavilion Of
World Expo 2010 Shanghai China
African Joint Pavilion is a major joint pavilion of World Expo
2010 Shanghai China(hereinafter referred to as "Expo 2010 Shanghai"). In order
to offer visitors an inspiring and memorable experience of the theme of Expo
2010 Shanghai, i.e."Better City, Better Life" in the African context and fully
demonstrate the amity between Chinese and African people, the Bureau of Shanghai
World Expo Coordination (hereinafter referred to as "the Organizer") is now
launching a worldwide recruitment of the general contractor for exhibition
design and engineering of African Joint Pavilion Of World Expo 2010 Shanghai
(hereinafter referred to as "the Project") , based on the principle of being
"open, fair, and just". With instructions from the Organizer and the African
nations, the contractor of the Project shall undertake the planning, exhibition
design, fabrication, installation and maintenance of common exhibition area and
other common functional area of the African Joint Pavilion, which are in the
Organizer's charge. The general contractor will also be responsible for
coordinating with suppliers and contractors of national exhibition areas.
I.Eligibility Corporations, non-profit entities, or
research institutes from all around the world who are interested in the Project,
particularly those in the sectors of concept development, public relations,
advertisement, exhibition, scenography, decoration and installation and
consultation etc., as well as think tanks on African affairs, or
interdisciplinary joint teams.
II. Qualification requirement 1. The applicant shall be
legal establishment with valid existence either within China or in other
countries and regions around the world. 2. The applicant shall be in good
financial status and possess the financial capability to take on the
project. 3. The applicant shall have recognized qualifications and experience
in its own sector. It should also have positive social images and commendable
business records. 4. The applicant shall have designed large thematic
exhibitions, as the only contractor or as a major party of a consortium(overseas
experience is preferred). 5. The applicant shall have the experience, as the
only contractor or through consortium, in managing / supervising the planning
and installation of large exhibitions / fairs and is skilled in communication
and coordination in a multi-cultural environment. 6. The Organizer encourages
application from Sino-foreign joint teams as well as mutli-disciplinary teams.
The joint team shall have a leading party and a clear organizational structure,
demonstrated in documents such as letters of intent signed by all the team
members. 7. The applicant itself or the leading party of a joint team shall
have or be able to set up an office based in Shanghai, staffed with full-time
employees.
III. Procedures 1. The announcement is posted from
February 1st to February 15th, 2008. 2. After the announcement period comes
to an end, the Organizer will examine the qualifications of the applicants and
shortlist no more than 10 candidates. 3. In last third of February 2008, the
Organizer will communicate with the shortlisted candidates(by email or face to
face), and release documents such as conceptual framework and architectural
terms of reference and announce requirements for the next-stage work. 4.
Based on requirements of the Organizer, the candidates shall submit the
conceptual exhibition design and service proposal by March 31st, 2008. 5. The
Organizer will form a jury for selection after that. The qualified proposals,
i.e. those meeting the basic requirements of the Organizer, will be paid in
proportion to the level of quality. The general contractor of the Project will
be selected from those who produced qualified proposals.
IV. Requirement on application documents Applicants
shall submit documents by mail or couriers service, or submit in person by 17:00
hours(Beijing Time)on February 15th, 2008. The documents shall be delivered to
3588 South Pudong Road, Shanghai, China(Room208, Building No.1). The time the
Organizer receives the document is counted as time of submission. The documents
submitted after the deadline will be regarded as invalid. Application documents
shall include but not be limited to the contents below: 1. Company
profile 2. Copies of business license, accredited qualifications of relevant
fields 3. Records and proof (eg. copies of contracts, etc.) of experience in
designing, single-handedly or through consortiums, large thematic exhibitions in
the last five years, including a name list of those responsible for the
projects. 4. Records and proof (eg. copies of contracts, etc.) of experience
in managing / supervising single-handedly or through consortiums, the planning
and installation of large exhibitions / fairs in the last five years, including
a name list of those responsible for the projects. 5. If applicable, records
and proof (eg. copies of contracts, etc.) of experience in undertaking projects
overseas in the last five years, including a name list of those responsible for
the projects. 6. Organizational structure of the applicant, profile of staff,
i.e. qualifications, professional experience, language capability, etc. 7.
Joint teams shall additionally submit the initial structure of cooperation and
its proof, i.e. original letters of intent or documents alike Documents of
application shall be in Chinese. Where foreign language is inevitable, the
Chinese version shall be provided. In the event of ambiguity, the Chinese
version shall prevail. Applicants shall submit ten copies of document,
prepared in A4 format, plus two electronic copies (in copy-and-paste-friendly
format) carried on two compact disks. Each paper copy shall carry the corporate
seal, stamped across the binding line. Sealing up is unnecessary.
I. Notes 1. The applicant shall bear all expenses incurred by
participation in the application. 2. The applicant shall submit additional
documents as requested by the Announcement or by the Organizer in the
future. 3. The applicant shall not compromise interests of the Organizer and
those of other applicants through collusion or other improper conducts. 4.
The applicant shall ensure that information carried in the documents of
application and that shared with the Organizer in other forms are genuine and
complete. 5. Without a written approval granted by the Organizer, the
applicant shall not, at anytime, place or in any way, reveal to a third party or
lead the latter into the false belief that it has a connection with the
Organizer, which in fact is non-existent. 6. Applicant may lose candidacy for
selection if it is unable to accept, for its own internal problems, the
Organizer's requirements on optimizing adjustments of the team or organizational
structure. 7. In the case that an applicant submits false, fabricated,
incomplete or misleading information or documents, or violates stipulations of
the Organizer, or breaks the guarantee, promise or declarations of their own,
the Organizer is authorized to terminate its candidacy for selection and
recruitment. The firm(s) involved shall bear corresponding legal
responsibilities for the defamation or financial loss brought on the Expo 2010
Shanghai and the Organizer.
VI. Declarations 1. The contents of the Announcement
shall not be interpreted as the Organizer's commitment to reach any type of
agreement with applicants. 2. The Organizer is not obliged to explain why a
team is not selected and will not return the application documents to the
applicant. 3. The recruitment is governed by the relevant laws and
regulations of People's Republic of China. 4. The Organizer is responsible
for the interpretation and explanation of all the matters related.
